Affordable housing is rental or homeownership opportunities priced within reach of households making the area median income or less.
An area which contains a substantial number of deteriorating structures and unsanitary or unsafe conditions which impair development prospects. These areas are perceived as an economic or social liability to the surrounding community.
A brownfield is a piece of property that is contaminated - or perceived as contaminated - by a hazardous pollutant. Cleaning up and
reinvesting in brownfield properties promotes economic development, protects the environment from further contamination, reduces blight - and

Bus Rapid Transit
Bus Rapid Transit is a type of transit that is more efficient than the traditional bus system and less costly and quicker to implement than light rail. A BRT is defined by four main components: 1) dedicated bus lanes, 2) at-grade boarding, 3) pay-before-you-board stations, and 4) signal-prioritized intersections.
A comprehensive plan analyzes the interconnectedness of all aspects of a community. For instance,
one cannot address one topic, such as transportation, without exploring its relation to the use of land, to economic
development, to the environment, and to a host of other community attributes.
Development Approval Process
The formal process in which City departments, such as Engineering, Building Codes, or
Planning, approve proposed development plans before the commencement of construction activities.

Health Impact Assessment
A study that helps predict how proposed changes- such as housing, employment, transportation, access to public and retail services, social cohesion, education, and incarceration- affect health outcomes and inequities.
Housing and Urban Development (HUD)
The U. S. Department of Housing and Urban Developmen's mission is to “create strong, sustainable, inclusive communities and quality affordable homes for all. HUD is working to strengthen the housing market to bolster the economy and protect consumers; meet the need for quality affordable rental homes: utilize housing as a platform for improving quality of life; build inclusive and sustainable communities free from discrimination; and transform the way HUD does business.”
Livability is an indication of a community’s quality of life based on factors that include natural
environments, economic prosperity, social stability and equity, educational opportunity and cultural,
entertainment and recreation possibilities.
The Livability Principles is a set of tenets that HUD and DOT established to promote the advancement of sustainable
communities across the nation.
An analysis of factors relating to a proposed development including characteristics of population conditions, adequacy of the site, and other considerations that might influence the success of the project.
A real estate project with planned integration of some combination of retail, office,
residential, hotel, recreation or other functions. It is generally pedestrian-oriented, maximizes space usage,
and tends to mitigate traffic and sprawl. It often incorporates amenities and architectural expression.
An infrastructure system that allows people travel from destination to destination without using a personal automobile. Most transit systems include busses, trolleys, or light rail. Multi-modal transit includes access to bicycle and pedestrian routes.
Effective outreach requires flexible approaches; listening first and then matching your message to the
listener. It means communicating in new ways to new audiences to get our message to customers who are culturally and
racially diverse, urban and rural. Success is determined by the relationships that are developed, not necessarily
the widgets that are produced.
Partnership for Sustainable Communities
The Partnership for Sustainable Communities began in 2009 as an unprecedented agreement between DOT, HUD, and EPA to coordinate federal housing, transportation and environmental investments, and to identify opportunities to build more sustainable communities and remove policy or other barriers that have kept Americans from doing so.
Fair access to livelihood, education, and resources for all members of the community and the commitment to promote fairness, justice, and equity in the formation of public policy. Social equity also includes the full participation in political and cultural life of the community.
Special Emphasis Neighborhood
Special emphasis neighborhoods are characterized by higher concentrations of low-to-moderate
income households with over 51 percent of the household earning less than 80 percent of the area
median income. The City of Greenville has thirteen recognized special emphasis neighborhoods
and has concentrated revitalization efforts in these areas.
The consideration of the whole instead of the specific and an emphasis on connections and relationships rather than
pieces in isolation. Sustainability focuses on creating a balance between equity, environment, and economy.
Transit-Oriented Development (TOD)
A higher density mixed-use development within walking distance (half mile radius) of transit stations. TODs
increase location efficiency, provide a sense of place, and establish a rich mix of housing, shopping and
transportation. This form of development can generate revenue for the public and private sectors and provide
value to its residents.
A walkable community is an environment that is friendly to the presence of people
walking, shopping, living, and enjoying time in an area. Walkability expands transportation
options and creates safe and inviting streets that adequate meet the needs of people
with a range of mobility.
